Meriden, Connecticut, USA. 40 year-old fictim Raquel Rivera's sister submitted a letter to the police department internal affairs office saying an officer she talked to on the phone threatened her and her family, according to her arrest warrant. Participants in the phone call included both sisters who both testified that threats occurred. However an officer reviewed the recorded call and determined no threats were made.
